A noise impact assessment is often requested by the local authority to determine whether or not a proposed development could result in negative effects (such as sleep disturbance or annoyance) to nearby residents or to future residents on the site in question.

As part of the noise impact assessment process, a noise survey is typically performed to quantify prevailing noise levels at the site or at neighbouring properties in the vicinity. Then, depending on the scheme / proposal, the assessment determines either the impact of the prevailing noise affecting the site or the impact from a new proposed noise source with regard to the prevailing (baseline) noise.
